FOCAP demands probe into alleged mismanagement at Tourism and Creative Arts Ministry

The Foundation of Concerned Arts Professionals (FOCAP) is calling on the Ministry of Tourism, Culture and Creative Arts to urgently set up a committee to investigate an alleged series of questionable activities that occurred under the Ministry and its agencies during the previous administration.

In a statement, FOCAP highlighted what it described as “numerous discrepancies” that must not be ignored. ‘

Among its concerns is the alleged illegal occupation of the Executive Secretary position at the Creative Arts Agency by Gyankrumah Akuffo Addo.

The group claims she carried out operations and signed deals on behalf of the agency without a governing board in place.

FOCAP cited several actions taken under her leadership, including a Memorandum of Understanding with Expertise France, backed by €500,000 from the French government, to support Ghana’s music industry and copyright reforms—without full transparency.

Other allegations include the formation of a creative arts education committee in 2022 without clear outcomes, an unverified US$25 million contract linked to the decoration of the Tetteh Quarshie bridge, and the construction of multiple amphitheatres across the country, each reportedly costing between $500,000 and $600,000, many of which remain unused.

Former Deputy Sector Minister, Mark Okraku Mantey previously admitted that funds were insufficient and diverted to other uncompleted projects, but the association says no accountability has been provided.

The group insists that these and other unresolved matters must be addressed by the current leadership to restore integrity and efficiency to the sector.

The group also called on the Ministry to improve its communication strategy to ensure transparency and better information flow.
